Project Director

Madeline Washington is an accomplished executive with more than 25 years of experience and expertise in financial management, administration and operations management, vendor management, and information systems for private and public organizations.

Washington has successfully implemented and directed projects and systems in different managerial capacities, such as Chief Financial Officer, Chief Controller or Finance/Management Information Systems Director, overseeing retail sales in excess of $1 million, a public company’s financial operations worth at least $50 million, a portfolio of construction contracts valued at more than $20 million, and day-to-day operations of an organization involving more than 100 employees.

Washington is currently assigned as the Operations Manager responsible for the day-to-day performance of the Alliance for Toll Interoperability Hub (“ATI Hub”). This entails complete, timely and accurate daily reconciliation, monthly invoicing and payments, and regular reporting of performance, financial transactions, receivables and payables, disputes and settlements. She also manages the resolution process for customer inquiries received by phone, mail, fax or email regarding account maintenance, disputes and billing/invoicing. In addition, she monitors and provides system-level support for a multi-user operating system that includes the online service portal to ensure accurate and timely transaction processing under the ATI Hub business rules.

As Operations Manager, Washington manages the accounting and financial reporting processes, including tax and other regulatory requirements impacting operations. She interacts with project management at all levels and remains connected with the rest of the organization and clients.

Washington received her bachelor’s degree in Accounting from Florida State University, and her master’s degree in Accounting and Information Systems from the University of West Florida.

Roman Whittle

Project Manager

Roman Whittle is the Project Manager for the Visitor Toll Pass, a newly created product and technology at Orlando International Airport.

Whittle possesses more than 30 years of experience in sales and management in technical fields. His specialties include sales, sales training, business plan development, problem solving, able to make complex issues simple, establishing customer relations, meeting facilitation, presentation skills, public speaking, and budgeting.

Prior to joining Egis Projects, Whittle held high-level sales positions with Disney Vacation Club and Walt Disney World. Previously, he was a Financial Advisor with Merrill Lynch, and for many years, a District Manager for Ortho-McNeil Pharmaceuticals.

Whittle received his bachelor’s degree in Political Science/Public Policy from Swarthmore College and his master’s in Business Administration from the Babcock Graduate School of Management at Wake Forest University.

Ella Daya

Project Manager

With more than 20 years of experience in project and account management for public works, transportation, aerospace, education, construction, inspection and staffing, Ella Daya possesses an outstanding reputation for providing high-quality outcomes within budget and schedule.

For those 20+ years, Daya has delivered high quality personnel and excellent professional and support services for local LA County public projects totaling more than $10 billion in value. These services include labor compliance, ADA compliance, contract compliance, and building and construction code compliance and inspection for Metro Labor Compliance Bench, Metro Red line, Metro Blue Line and Metro Gold Line, Metrolink, and LA World Airport (LAWA).

As Project Manager, Ella oversees a pilot project for LA Metro.

Claire is a Chartered Accountant and holds a Master Degree in Finance & Accounting. Claire is Egis Projects’ CFO and Class B Manager of Egis Investment SARL. She is a director of a number of subsidiaries or investments held by Egis Projects. Previously Claire was CFO of Egis Holding Batiments and CFO of IOSIS Holding and has worked in several audit firms.

Abdellah Benhatta

Abdellah BENHATTA, Deputy CEO of Egis Projects SA has more than 19 years experience in banking activities and project financing mainly at Caisse des Dépôts et consignations and in infrastructure development, investment, operations and services at Egis Projects. He worked on several major deals either as lender or developer. Abdellah has a legal background (Head of legal – Banking department of Caisse des Dépôts) and moved to projects structuration first as Project Director and became progressively responsible for PPP/Concessions projects development (PPP/PFI Transport infrastructure – Road, Airport, etc.).
